Kane County State’s Attorney Jamie Mosser has charged a 19-year-old man with the offenses of reckless homicide, Class 3 felony, and driving on a revoked license, Class A misdemeanor, in a May 8 crash that killed 36-year-old Carl Bley of Hoffman Estates. Kane County prosecutors allege that between 11:30 a.m. and noon May 8, 2021, the accused was driving a vehicle at a high rate of speed north on South Eighth Street (Route 31) in West Dundee. UPDATE:  The Elgin Police department announced today that jurisdiction for the investigation falls to the Illinois State Police. Elgin Police are investigating the circumstances surrounding a dead body discovered this afternoon in the Fox River. According to the Elgin Police Department, at approximately 1:56 p.m. today, officers and fire department personnel responded to a report of a body in the water in the Fox River under the Route 20 overpass. A subject was located and recovered by the fire department and pronounced deceased at the scene. The investigation is ongoing and at this time there is no further information available.
