A 30-year-old St. Charles man has been charged with 51 felony counts related to his alleged practice of secretly recording “upskirt” videos of both adult women and female children.
According to a press release this morning from Kane County State’s Attorney Jamie Mosser and City of Geneva Chief of Police Eric Passarelli, the defendant has been charged with Production of Child Sexual Abuse Material, a Class X felony (2 counts); Reproduction of Child Sexual Abuse Material, a Class 1 felony (6 counts); Possession of Child Sexual Abuse Material, a Class 3 felony (8 counts); Unauthorized Video Recording Victims Under 18, a Class 3 felony (2 counts); and Unauthorized Video Recording, a Class 4 felony (33 counts).
According to prosecutors, between June 2023 and September 2025 the defendant used his mobile phone to secretly record videos up the skirts or dresses of 33 adult women and 2 minor girls.
The defendant first came to the attention of authorities in October 2025, when an investigation by Geneva police found he allegedly used his phone to secretly record video up a woman’s skirt at a Geneva store. A subsequent search of this phones and laptops discovered a vast number of similar unauthorized videos.
The defendant was arrested on Saturday on 51 new criminal charges. Yesterday, he was brought to court for a pretrial detention hearing during which the State argued for his detention. Granting the State’s petition, the court ordered him detained in the Kane County jail while his case is pending.
