The Elgin Police Department announced today that an independent internal investigation has cleared the officer involved in the non-fatal shooting of a suicidal subject in January 2024. The investigation, conducted by an outside law firm retained by the city, concluded that the officer’s actions were justified and in compliance with department policies.
The incident occurred on January 13, 2024, when the officer responded to a call about a 29-year-old male who was reportedly suicidal. Upon arrival at 1:28am, the officer was directed into the residence by a caller and discovered the subject with severe wounds to his neck and torso. When the officer attempted to assist, the subject began to struggle, then armed himself with a knife and started stabbing himself before advancing on the officer.
In response, the officer discharged his firearm, wounding the subject. The officer then secured the individual and administered first aid, after which the subject was transported to a nearby hospital, where he was listed in stable condition. Following department policy, the officer was also taken to a hospital for observation after the incident.

The officer was placed on paid administrative leave while the Illinois State Police Public Integrity Task Force investigated. The Cook County State’s Attorney’s Office later reviewed the case and determined that no criminal charges would be filed.
On July 18, 2024, the Elgin Police Department was informed that all investigative agencies had concluded their reviews, confirming that the officer’s use of force was reasonable and justified. He has since been reinstated to full duty.
“I appreciate the community’s patience throughout this incident ensuring that an accurate and complete investigation was conducted,” said Chief Lalley. “[The officer’s] actions that evening displayed both his professionalism and training in response to an uncertain, difficult, and rapidly evolving call for service.”
