Former West Chicago And Itasca Cops Charged With Abuse Of FLOCK System

Two former police officers, one from West Chicago and one from Itasca, have been indicted for misuse of the state’s FLOCK surveillence system by making “unauthorized forbidden inquiries” into Illionois license plates.

DuPage County State’s Attorney Robert Berlin, Itasca Chief of Police Robert O’Connor and West Chicago Chief of Police Colin Fleury announced yesterday that on Tuesday, September 29, a DuPage County Grand Jury returned a twenty-one count Indictment against the 30-year-old former Itasca officer alleging thirteen counts of Official Misconduct (a Class 3 Felony) and eight counts of Computer Tampering (a Class B Misdemeanor). On the same day, the Grand Jury returned a two-count Indictment against the 39-year-old former West Chicago officer alleging one count of Official Misconduct and one count of Computer Tampering.

Both defendants turned themselves in to authorities yesterday and were released on their own recognizance.

According to the indictment against the former Itasca officer, it is alleged that on multiple occasions between June 2025, and May 2026, she, as “a public employee of the Itasca Police Department, while acting in her official capacity” made unauthorized forbidden inquiries into Illinois license plates using the Law Enforcement Agencies Data System (LEADS) and the FLOCK automated license plate recognition system. According to the indictment against the former West Chicago officer, it is alleged that between December 18, 2024, and January 15, 2025, he, as “a public employee of the West Chicago Police Department, while acting in his official capacity” made an unauthorized, forbidden inquiry into an Illinois license plate using the FLOCK automated license plate recognition system.

“It is extremely troubling when someone entrusted with upholding the law is accused of breaking it,” Berlin said. “I would like to stress however, that the charges against these two defendants are not indicative of the honest, hardworking, professional men and women of the Itasca and West Chicago Police Departments. In fact, authorities with the Itasca and West Chicago Police Departments have been extremely helpful and cooperative throughout the investigations and for that, I commend them.

“Automated license plate readers are a crucial component of law enforcement and use of this technology has resulted in numerous arrests and undoubtedly made our communities much safer. Misuse of this technology, however, must carry consequences and anyone who breaches the public trust in such a manner will be held accountable.”

The next court appearance for both defendants is scheduled for November 16, 2026.
