Campton Hills Police Respond To Indictment Of Former Chief And Other Deputies

Yesterday, following last week’s announcement that four former and current police officers in the Campton Hills Police Department – including a former Chief of Police – have been indicted for selling firearms kept in evidence and falsifying reports to cover it up, CHPD issued its first public statement on the matter.

“The Village of Campton Hills is aware of the criminal charges announced on October 16, 2025, by the Kane County State’s Attorney’s Office involving current and former employees of the Campton Hills Police Department.

“The Village has cooperated fully with the Illinois State Police and other agencies throughout the investigation that led to these charges and will continue to do so as the cases proceed through the judicial process.

“These charges involve alleged conduct that occurred under prior Village and Police Department leadership. These allegations do not reflect the integrity, professionalism, or commitment of the Campton Hills Police Department under its current leadership.

“Under Chief James Levand, the Department has implemented enhanced procedures for evidence management and internal oversight to ensure continued accountability and transparency.”

The statement continued by promising full cooperation with relevant authorities, and noted the currently-employed officer under indictment has been placed on administrative leave.

Last Thursday, Kane County State’s Attorney Jamie Mosser, pursuant to a years-long investigation by the Illinois State Police, prosecutors allege that between January 2018 and February 2023, firearms were unlawfully sold that were in police department possession in the evidence room and reports were filed and in some cases amended to facilitate the sales and obstruct investigators. The defendants, including former Chief of Police Steven Millar, surrendered themselves this morning to the Kane County Sheriff’s Office and appeared in court.

Because none of the charges are detainable pretrial under Illinois law, the defendants were released under special conditions while their cases are pending. Those conditions include a ban on possessing firearms, communicating with their co-defendants, or traveling out of state without the Court’s permission.

The defendants, ranging in age from 42-65 years of age, face multiple multiple felony charges, including Money Laundering, a Class 3 Felony; Forgery, a Class 3 Felony; Wire Fraud, a Class 3 Felony; Theft between $500 and $10,000, a Class 3 Felony; and Delivery of Firearm Before 72-Hour Waiting Period Expired, Class 4 Felony; among others.
