Former Campton Hills Chief Of Police And Three Other Officers Indicted On Multiple Felony Charges

In a blockbuster announcement today, Kane County State’s Attorney Jamie Mosser disclosed that four former and current police officers in the Campton Hills Police – including a former Chief of Police – have been indicted for selling firearms kept in evidence and falsifying reports to cover it up.

Pursuant to a years-long investigation by the Illinois State Police, prosecutors allege that between January 2018 and February 2023, firearms were unlawfully sold that were in police department possession in the evidence room and reports were filed and in some cases amended to facilitate the sales and obstruct investigators. The defendants, including former Chief of Police Steven Millar, surrendered themselves this morning to the Kane County Sheriff’s Office and appeared in court.

Because none of the charges are detainable pretrial under Illinois law, the defendants were released under special conditions while their cases are pending. Those conditions include a ban on possessing firearms, communicating with their co-defendants, or traveling out of state without the Court’s permission.

The defendants, ranging in age from 42-65 years of age, face multiple multiple felony charges, including Money Laundering, a Class 3 Felony; Forgery, a Class 3 Felony; Wire Fraud, a Class 3 Felony; Theft between $500 and $10,000, a Class 3 Felony; and Delivery of Firearm Before 72-Hour Waiting Period Expired, Class 4 Felony; among others.

The investigation was conducted by the Illinois State Police Special Investigations Division.

“The public must be able to trust that those charged with enforcing the law are also upholding the law,” said ISP Director Brendan F. Kelly.  “After a thorough, years long investigation, ISP Special Agents submitted evidence of criminal behavior among certain Campton Hills Police Department Officers to the Kane County State’s Attorney’s Office, in an effort to hold these individuals accountable for their actions, and restore public trust.”

Their next court date is set for December 12, 2025, at 9am in Courtroom 305 of the Kane County Judicial Center.
