Mayor Lora Vitek has announced she will recommend the appointment of Heather M. McGuire as City Administrator of the City of St. Charles. McGuire’s nomination will be voted on at the June 21, 2021, City Council Meeting. Upon Council approval, McGuire’s appointment will be effective July 26, 2021.
McGuire comes to St. Charles from the City of Crest Hill, a southwest suburban community of 20,827 residents, where she served as City Administrator since 2016. There, she prepared and administered a $44 million annual budget, and oversaw several major projects, including construction of a new City Hall, Police Station, Wastewater Treatment Plant, and Public Works building. She also represented Crest Hill on economic development initiatives, meeting with developers and businesses, as well as negotiating economic incentives. Previously, McGuire served as City Attorney/Human Resources Director/Assistant Administrator, for the City of Crest Hill.
McGuire holds a Bachelor of Arts in Psychology from DePaul University, Chicago and a Juris Doctorate from the Northern Illinois College of Law in DeKalb, Ill.
“The City Administrator has such an important responsibility to lead the city organization in implementing actions approved by the City Council that will benefit the entire St. Charles community,” said Mayor Vitek. “Heather brings solid experience managing municipal departments and projects and I know she will ensure that the City continues to deliver quality services to the residents and businesses of St. Charles.”
McGuire’s appointment comes after outgoing City Administrator Mark Koenen retired May 15, 2021, after serving the City for 31 years. Director of Finance Chris Minick was appointed Interim City Administrator while the search for a permanent appointment was conducted.
