Fees may be rebated to restaurants

Reigning OIympic figure skating champion Evan Lysacek of Naperville has earned a Downtown Elgin restaurants may be getting a rebate on their inspection fees. City councilmen gave preliminary approval to rebates in order to lessen the impact of recent increases and downtown construction.

“For two years they put up with and suffered tremendous financial loss in their businesses,” said Mayor Ed Schock, who proposed the rebate. “I don’t think any business operating in downtown has been spared over the last few years because of downtown work.”

Under an agreement with Kane County, Elgin inspects food service businesses, but the county helps with issues of food-borne illness. When that deal was struck in 2009, the city agreed to make its inspection rates the same as the county’s, which resulted in fee increases in both 2010 and 2011.

The fees are based on the size and type of facility. While some incurred a $35 increase this year, others felt the sting of a $255 jump. Those increases were on top of fees also going up in 2010.

Councilman David Kaptain said the city should look at the impact on all food service facilities, not just those in the downtown.

“The people that own businesses in other parts of town are also suffering,” he said. “I think if we look at this we should look at everybody and see how they all fit into this thing,” he said.
